论技术责任与道德责任在行政责任中的统一性

现代政府必然是一种责任政府,而政府的责任主要是通过公务员来完成的。本文通过分析公务员行政责任中的技术责任与道德责任,指出二者统一于行政责任之中,相互支持,相互依赖,缺一不可。而当前公务员责任机制中所呈现的过分重视技术责任而忽视道德责任的现状也正是导致许多问题的源头,技术责任与道德责任的相对分离也带来了一系列的公务员责任制的危机与困境。由此,本文提出通过公务员个人道德水平内在强化的提高与外部制度化考核与监督的加强,重构技术责任与道德责任统一体的基本思路。

Modern government is certainly a responsible government, and the responsibilities of the government are mainly and accomplished by the civil servants. By analyzing the technical responsibility and moral responsibility, this essay points out that these two types of responsibility co-exist in the system of civil servants' administrative responsibility, they support each other, depend on each other. But the fact is our contemporary civil servants' responsibility mechanism overweighs too much technical responsibility while neglects the moral one, this is the very reason for many problems. The separation of technical responsibility from the moral one results in crisis and trouble in civil servants' responsibility . So this essay offers a solving way to combine the technical responsibility and the moral responsibility through enhancing the internal moral standard of the civil servants and the external supervision and evaluation by a set of system.
