| 摘 要： | 民主、效率、稳定是中国政治体制改革的三大基本目标，其中民主是首要目标。中国民主政治改革主要是改革完善先举制度，建立健全各项监督制度及人民参与制度。提高效率的主要措施是实行政企分开，实现干部队伍的知识化、年青化，并改革政府机构，提高行政效率。维护政治稳定和社会稳定的关键是要加强党的集中统一领导。

| Abstract: | Democracy,efficiency,and stability are the three basic objectives of China's political structural reform,among which democracy is primary.China's reform of political democracy is intended to perfect electional system,establish and perfect various supervisory systems and the system of people's participation.The major measures to increase efficiency are to separate the functions of government from those of enterprises,make the ranks of cadres younger and better educated,and reform government organs for higher administrative efficiency.The key to maintaining political and social stability is to strengthen the Party's centralized and unified leadership. |
