贫困地区建设社会主义新农村的探讨

改革开放以来，我国长期实行促进农业、农村、农民各项事业发展的“三衣”政策，使农村增加了积累，特别是为推进具有中国特色的社会主义新农村建设打下了较好基础。针对农村发展的实际，中央十六届五中全会适时地提出了建设社会主义新农村的目标。新农村建设是一个与时俱进的概念，其核心内容是“生产发展、生活宽裕、乡风文明、村容整洁、管理民主”。全面建设新农村，重点和难点是贫困地区，最艰巨任务是重点县和重点村，关键在贫困村。因此，加大对重点县和重点村的扶持力度，帮助其加快发展，是实现全面建设新农村目标的客观要求，是实践“三个代表”重要思想的具体体现，是全力推进我市的经济和各项事业步入发展的快车道的重大举措。各级各部门必须站在全局的、政治的高度，充分认识加快重点县和重点村发展的重大意义，切实增强紧迫感和使命感，集中智慧和力量，用足用活各项优惠政策、措施，加快重点县和重点村脱贫与发展的步伐，确保小康建设协调发展。

Studies on the construction of new socialist countryside in poor areas

since reform and opening-up in our country,the“Three Fs （abbreviation of the three issues：agricultural development,countryside and farmers）”policy has been implemented in the long run to promote the development and improvement which involves agriculture, countryside and farmers,to increase rural accumulation and especially to lay a favorable fundament for the construction of new socialist countryside with Chinese characteristics.The target was to being out on the fifth plenary sessions of 16^th central committee of the CPC in accordance with real situation of rural development.As a new concept advancing with time,It covers the core contents of rural development, affluent life,cultivated countryside,clean and tidy village and democratic management.In all-round construction of new socialist countryside, focal point and difficult point lie in poor areas,most daunting task in key counties and villages,and key point in poor villages.Thus,to enhance the degree of supporting to key poor counties and villages is the objective requirement to realize the all-round construction of new socialist countryside and the concrete embodiment to implement the ideology of“Three Represents”as well as an important measure to promote a new-round speeding development in economy and other courses of our city,Standing at the height of overall politics situation, every administrative department and agency should sufficiently realize the significance of enhancing development of the key counties and villages should practically strengthen the tension and duty,should take good and flexible use of various favorable policies and measures with collective intelligence and power to secure harmonious development in well-off construction.
