摘    要:从上世纪80年代开始,我国高校对人事分配制度进行了探索性的改革,取得了阶段性的成果。但改革并未达到预期的目的,存在四个难点问题:实现真正意义上的聘任制相当困难,聘余人员的分流渠道不畅,考核指标体系不健全,分配的激励效果不明显。

Abstract:Since the 1980s, Chinese universities have had tentative reform in personnel distribution. The reform has had the stage achievements. However, the reform has not achieved the desired goal. There are four puzzles-difficulty in taking the engagement system in real sense, impediment of the dispatch of the unengaged person, imperfect assess index system, and the unobvious encouragement results of distribution.
