第四螺旋视域中的战略技术规制问题研究

近些年,大学-产业-政府三重螺旋伙伴关系的网络创新模式研究正处热潮。然而,随着对转基因食品等战略技术运用及其所带来的全球化冲击,在国内学术界对于把公众意见考虑进去从而作为可能的第四螺旋的制度问题却很少引起关注。基于中国经济纵深发展蓬勃需求的进一步可能性相匹配考虑,从专利权事宜、替代物均衡、标签的识记、风险的规避、知识的普及等方面给出了一定的系统性探讨和建设性展望。

Researches on Regulation of Strategic Technologies Based on the Public as the Forth Helix

Some researches about the Triple Helix of state,university and industry come forth internationally. But to a large extent in China, they ignored and missed an essential fourth helix, the Public, especially along with exertion of strategic technologies such as genetically modified food and their global impacts. Accordingly,with the help of some ready-made practical experience and academic outcome,this paper gives correspondingly systemic exploration and constructive prospects such as patent right, substantial equivalence, label handling,risk elusion,knowledge popularization.
