市民社会与东南亚的治理变革

20世纪80年代末以后,东南亚市民社会迅速发展起来。市民社会以其对人类安全的诉求挑战了以国家为中心的传统安全观与建立在该安全观基础之上的政治经济发展与治理模式。通过参与政府的政策制定与治理过程,市民社会已经成为东南亚治理网络的重要组成部分,有力推动了传统治理议程和结构的变革。但是,由于众多障碍因素的存在,参与治理模式的规范和方式真正融入东南亚的治理实践尚面临不少挑战。

Civil Society and the Changes of Governance in Southeast Asia

Since the late 1980s, civil society has rapidly developed in Southeast Asia. Civil society that is actively engaged in the overall quest for human security challenges state-centric notions of security and authoritarian approaches to domestic political governance. Civil society has become a part of governance network through getting involved directly in many social and economic policy making process, and has important implications for the changes of agenda and structure of governance. But making the norms and approaches of participatory governance a part of Southeast Asian governance still faces many challenges because of a variety of structural obstacles.
