| 摘 要： | 对于行政效率的研究,西方的古典行政学走过了一个合乎逻辑的历史发展过程,并为此奠定了良好的理论基础;20世纪70年代的新公共行政学在行政效率的研究上呈现出三个新的动向。以西方的理论观照中国的行政效率,可以发现中国政府效率问题的存在及其困境;对于提高政府效率,可以从政府体制与机制创新、公共人力资源开发与积极的行政文化建设三个层面上作出努力。

| Abstract: | Regarding the administrative efficiency research,the western classical administrative science has passed through a logical process in its historical development and has laid down a good foundation for the administrative efficiency research.In 1970s the new public administrative science presented three new trends in the administrative efficiency research.In terms of western theories,we can discover the problems of China's administrative efficiency and its dilemma.To enhance the government efficiency,we should make efforts in the following levels: the government system and the mechanism innovation,the public human resource development and the positive administrative cultural reconstruction. |
