基层创新体系:特征及其基本模式

与一般(省区市)区域创新体系相比较,县(市)基层创新体系具有创新主体要素的不完备性、创新资源利用的外部性和创新目标的具体应用性等特征。构建基层创新体系不仅是建设创新型国家、创新型区域的需要,而且是转变经济发展方式、提升传统产业科技竞争力和发展民生科技的迫切需要,同时,也为县(市)地方政府推动经济工作提供了一种新模式。根据各地创新体系建设的实践,从创新资源配置机制和创新动力的不同出发,可将基层创新体系构建模式大体归结为企业主体主导型模式、政府推动主导型模式和产学研结合网络型模式。

Innovation System of Primary Level:Characteristics and its Basic Models

Comparing with the innovation system of the common area(provincial level),that of the primary level of county have such characteristics as:the incompletion of innovation subject elements,the external usage of innovation resources,and the specific application of innovation target,etc.The construction of the innovation system of primary level is not only necessary for the construction of innovative nation and innovative area,but also urgent for transforming of the economic growth mode,improving the science and technology competition of traditional industry,and developing science and technology of people’s livelihood.Meanwhile,it also provide a new economic model for local government.According to the practice of innovation system construction of each local government,and the difference of innovation resources allocation system and innovation motive,the innovation system of primary level can be classified as enterprise dominant model,government driving model and network model of combing production and research.
