| Abstract: | As an old industrial base,Liaoning's over-all rejuvenation not only involves economic rejuvenation,but also concerns the over-all development of each social cause and the universal improvement of people's living standard.In the course of the rejuvenation,Liaoning provincial government must deal with a most significant problem,i.e.transforming the functions of government to be service-oriented so as to improve people's livelihood. |
