“一带一路”高质量发展的科学内涵与实践路径

“一带一路”倡议是对马克思国际交往理论的发展和创新，体现了理论与现实深度融合。目前，“一带一路”已进入换挡提速高质量发展新阶段，而“一带一路”高质量发展要实现可持续，必须深入理解其科学内涵:“一带一路”高质量发展以生产力进步为推动力，以实现人的全面发展为基本目标，并通过文化交流合作营造良好外部保障环境。新形势下，“一带一路”高质量发展仍面临非传统安全因素导致部分项目进展缓慢、部分项目系统性谋划不足影响建设效率、尚未得到全面理解而遭遇一定阻力等问题。对此，我们需要凝聚沿线国家的共识，通过以下路径，促进“一带一路”高质量发展:参与多边合作，提升发展质量和效率；规范合作机制，切实提升民众生活水平；做好对外传播，创设良好舆论环境。

On the Connotation and Practice of High-quality Development of the Belt and Road-Based on the Analysis of Marx's Theory on International Communication

The Belt and Road initiative is a development and innovation of Marx's theory of international communication, demonstrating the deep integration of theory and reality. At present, the Belt and Road has entered a new stage of high-quality development. In order to achieve sustainable high-quality development of the Belt and Road, it is necessary to understand its scientific connotation. That is, the high-quality development of the Belt and Road must be driven by the progress of productivity, creating a good external supporting environment through cultural exchanges and cooperation, with the basic goal of achieving all-round human development. Under the new situation, the high-quality development of the Belt and Road still faces a few difficulties such as non-traditional security factors leading to slow progress in some projects, insufficient systematic planning of some projects affecting the construction efficiency, certain hindrances from incomplete recognition. In this regard, we need to build consensus among countries along the routes and promoting high-quality development of the Belt and Road through the following pathways: participating in multilateral cooperation to greatly enhance the quality and efficiency of development; standardizing cooperation mechanisms to effectively improve people's living standards; and promoting external communication and creating a favorable public opinion environment.
