| 摘 要： | 西部大开发,对西安来说既是一次历史性机遇,又是一次历史性的挑战。西安不失时机地抓住机遇,迎接挑战。解放思想,实事求是,提出西安“十五”发展的宏观目标——内陆外向型城市。本篇论文从西部大开发的时代背景入手,对西安发展成为内陆外向型城市进行科学性分析,提出内陆外向型城市的发展战略。

| Abstract: | The Western development in China is a historical opportunity as well as a challenge for Xian. Seizing the opportunity, facing the challenge, opening the minds, and adhering to the
principle of mater of facts, Xian government puts forward the tenth five - year objective--to
develop Xian into an inland city with open policy. Considering the Western development in China, the paper analyses the feasibility of the Xian's development into an inland city with open policy, and therefore suggests the strategy for its development. |
