国有经济规模的理论与实践

国有经济规模不是人为设定的,而是由经济发展水平和市场发育程度等内生决定的。随着经济的发展,国有经济规模先上升后下降;同时,市场机制越完善,国有经济规模越小,反之,国有经济规模越大。研究表明,我国国有经济规模的变化与这一趋势是基本吻合的。这启示我们:在西部大开发中首先要加大对基础设施的投入,将国有资产更多地配置到经济发展所需要的行业中去;西部要积极调整所有制结构和国有经济规模,在大力发展效率高的非国有经济的同时,从战略调整国有经济的存量结构,促进西部地区经济的跨越式发展。

The Theories and Practice of the State-Owned Economic Scale

The state-owned economic scale is not left as an artificial decision, but decided by the economic level and market growth degree. With the development of economy, the state owned economic scale rises first and descends later. At the same time, when the market mechanism is more developed, the state-owned economic scale is narrowing down; or vice versa. Research indicates that the change of the state-owned economic scale is in accordance with the trend in our country. This enlightens us that in the west development the first important thing is that more fund should be put in to develop infrastructures and more state-owned property should be re-allocated to where it is in great need. The western regions in China should positively adjust its structure of ownership and the scale of the state-owned economy. When the high-efficient non-state-owned economy is developing energetically, the state-owned economic construction should be re-adjusted in line with the strategy so as to promote the leap-forward development in the west regions.
