| 摘 要： | 介绍了CEPA框架下服务贸易自由化的新进展，分析了CEPA框架下服务贸易自由化对内地的福利效应，并认为，为进一步提高CEPA框架下服务贸易自由化对内地的福利效应，应转变思想观念，加大开放力度；简化审批手续，提高政府的行政效率；清除政府对服务行业的行政垄断与行业垄断，打破内部壁垒；在招商引资政策上重点向香港优质的服务业倾斜。
