| 摘 要： | 中国农村社会保障制度虽有 5 0年的发展历史 ,但到目前为止并未成型 ,保障项目十分有限 ,远远满足不了农村市场经济和加入 WTO对农村所产生的社会压力的客观需要。中国农村社会保障制度在建设和发展过程中存在着诸多问题 ,其发展缓慢有着深层次的原因 ,农村社会保障制度要发展 ,政府应扮演好自己的角色 ,要加强农村社会保障制度的制衡机制建设。
