新型城镇化进程中农民工的城市融入:困境、归因与破解

城乡分治的管理体制,是导致我国"半城镇化"的最根本因素。土地城镇化先行,许多失地农民被迫上楼、进城务工,但是政府关于农民进城后生活的各种配套政策却并不完善。农民进城后不能完全融入城市,无论是农民自己还是城镇市民,都把进城农民当作了"过客",而非城镇的"主人"。在推进新型城镇化的过程中,要加强农民的技术培训以提高其进城后的生存能力,并且要发展以农民为本、促进城乡文化一体化的农村文化,使农民进城后在生活上、心理上更易融入城镇生活,更重要的是改革城乡分治体制,实现以"人"为核心的城镇化。

Migrant Workers Integration into the City in the Process of New Urbanization: Dilemma,Attribution and Crack

Dividing and conquering management system of urban and rural is fundamental factor that our country falls into ＂semi-urbanization＂. Land urbanization goes ahead of the rest,the farmers are forced to live in the city and to be migrant workers, however, the supporting policies which farmers go to town are imperfect. Migrant workers can not integrate into the city totally. No matter what farmers themselves or urban residents, they are regarded ＂passers-by＂ rather than ＂masters＂ of urban. In the process of promoting new urbanization, strengthening techni- cal train of farmers is to improve their abilities to survive in the city. Besides, developing the rural culture that is based on farmers and promotes the integration with urban, makes the farmers into their lives in the city mentally. Above all, it is important to reform the dividing and conquering management system of urban and rural, and implement the person as the core of urbanization.
