我国国家结构形式的反思与重构--基于特别行政区制度的思考

国家结构形式是一国内部整体与部分之间的关系，也是国家作为一个组织的外在表现形态，其实质是国家结构内各组成部分之间的组织关系。目前，国家结构形式一般分为联邦制与单一制，但其划分标准已经明显滞后，应提出“形式-实质”的二元标准。文章结合我国实际分析，指出由于特别行政区制度并没有改变我国的国家结构形式，只丰富了其内涵，所以据此判定我国的国家结构形式是复合单一制。

The Reflection and Reconstruction on the Form of Chinese National Structure---Thought Based on Special Administrative Region System

The form of national structure is the relationship between the whole and the parts with-in one country and also the external morphology of the country as an organization ,which is essen-tially the organizational relationships between the various components of the national structure , the form of w hich is generally divided into federalism and unitary system ,but the standard can’t meet the need of social development and the dual standard of “form-substance” should be raised . Special administrative region system doesn ’t change the form of China’s national structure ,but enriches its connotation ,according to w hich and based on our practical situation ,this paper comes to the conclusion that the form of China’s national structure is composite unitary system .
