| 摘 要： | 欧盟反兴奋剂政策的演进经历了四个阶段，其最新政策体现在《欧盟体育白皮书》中。由于欧盟之前对兴奋剂使用给人身健康造成损害认识的不足，导致其现在制定反兴奋剂政策存在诸多的困难，但欧盟反兴奋剂政策未来发展趋势是增加责任性和程序性规范及具体的合作计划，将反兴奋剂条款纳入欧洲公约。

| Abstract: | The evolution of the EU’s anti-doping policy has gone through four phases .Its latest policy is embodied in the EU W hite Paper on S port .Because the EU didn’t give enough under-standing to the damage done by dope to people’s health ,it is now faced with many difficulties in making anti-doping policies ,w hose future trend is to increase accountability ,procedural norms and specific cooperation plans and include anti-doping provisions into the European Convention . |
