| 摘 要： | 一、引言我国出口产品在国外受到反倾销越来越多 ,到 2 0 0 2年 3月底累计已有 490多起 ,涉案产品金额超过 10 0亿美元 ,而且这种反倾销甚至有恶化的趋向。概括一下有以下几个特点 :一是数量上升 ;二是产品增多 ,由原来的农副土特产品 ,扩大到工业制成品、机电产品和高科技产品 ;三是反倾销国家越来越多 ,由原来的欧美扩大到日本 ,以及拉美和亚洲等发展中国家 ;四是西方国家对我国歧视非常严重 ,他们认为中国是非市场经济国家 ,因此不是采取一般的反倾销措施 ,而是采取特殊的所谓替代国做法 ;五是有些产品不仅在一个国家受到反倾销 ,同时或…
