| Abstract: | Aristide Briand (1862-1932) is the first politician who proposed a plan for union of Europe. However, his plan aborted due to lack of prerequisites for the union, viz. the shared political aspiration, the common economic ground, a feasible blue print, and a group of influential and aggressive government leaders. |
