| Abstract: | Central and local governments are both reprehensive of interests of different levels and both are anti-relative to each other.Nowadays,the interests contradiction are more definite and complicated.Therefore,in order to increase the social interests,it is urgent to establish a new interests structure of central and local governments and look for an equilibrium in it. |
