摘    要:阐述了近年来我国干部人事档案管理中的混乱现象,分析了产生这一现象的社会根源,认为现行干部人事档案制度是计划经济体制的产物,其职能是强化政府对人的管理,其本质是人才资源的政府所有制,这与建立适应社会主义市场经济体制的人事档案社会所有制不相适应,指出提高干部人事档案的透明度是干部人事档案制度改革的必然要求。

Abstract:The traditional managing system of personnel archives established under the planned economy system has been unable to adapt to the requirements of the socialist market economy because it used to highlight the government's control over personnel archives. Because of this, confusion has arisen recently in the management of personnel archives. It is proposed in this paper that upgrading the degree of transparency is of vital importance for the reform of domestic managing system of personnel archives.
