| 摘 要： | 在阐明企业职工养老金来源及其缴交比例的基础上，分析比较了我国计划经济体制和社会主义市场经济体制下国企职工养老保险制度的特点，找出了当前各地养老保险基金收不抵支的主要原因是老职工养老金来源没有真正解决，并就如何解决国企老职工养老金来源和养老保险制度改革的难点问题，提出对策建议。

| Abstract: | In this article, the pension resources in state-owned enterprises (SOE.)and the contributionrate are discussed. And the features of SOE. pension system in socialist market economy are comparedwith those in the past planned economy. Now the aged employees' pensions are not compensated. Thisis the main reason why the pension funds in many places can not make both ends meet. Thus there aremany difficultes in re forming SOE. pension system. Finally,it provides many countermeasures and adetailed implementation proposal on how to compensate the aged employees) pensions and how to per-fect the pension system reform. |
