| 摘 要： | 解放战争时期,针对党的历史上形成的无政府无纪律状态和革命形势迫切要求加强中央与地方密切联系的现实,毛泽东和中共中央建立了党内报告制度,并作了具体规定。该制度对解放战争的胜利起了重大的历史作用,对新时期党的制度建设具有重要价值。

| Abstract: | Based of the status of no discipline and anarchy formed in the CPC’s history and the urgent need of strengthening connection of central authority and local institutions,Central Committee of CPC and Mao Zedong established system of requesting instructions and submitting reports,which made concrete provisions.The system,which was a necessary guarantee for the victory of liberation war is of great historical significance.At present,it has still important realistic value for strengthening CPC’s building. |
