论农村金融体系的缺陷与创新

“三农”难题的有效化解不仅有赖于政府宏观财政投入,而且也需要持续规范的金融支持。现实层面中金融支农存在着四大制度缺陷政策性金融步履维艰、商业性金融市场失灵、合作性金融发展迟滞、非正规金融发育失范。为此应从三个层面进行路径创新一是整合农村金融资源,优化金融支农体系;二是优化政府宏观导向功能,消除金融市场运作失灵;三是强化三农自身发展,提高吸纳资金能力。
