论高校科技产业的改革与改制

高校科技产业的发展经历了四个阶段，目前正处于改革、改制时期。二十一世纪初我国高校科技企业已达2000多家，在推动国家经济增长、促进产业结构调整和升级换代以及对高校经济的贡献等方面发挥了重要作用。为了克服高校科技产业存在的问题，保证高校科技产业健康、快速、持续的发展，高校科技产业的改革与改制势在必行。建立以资本为纽带、产权清晰、承担有限责任的现代企业制度和新型的产权关系，实现学校内部事企的彻底分开，一方面有效地防止、规避和分散学校的经营风险；另一方面有效地增强高校科技产业的活力和市场的竞争力，使其真正成为“自主经营、自负盈亏、自我约束、自我发展”的独立经济实体，促进高校科技产业健康、持续的进一步发展。

On the Reform and Restructuring of Scientific and Technological Industry in Universities

It has reached the reforming stage after the scientific and technological industry in universities went through four previous stages. Now there are more than 2,000 enterprises of this kind in China, and they have contributed greatly to the development of national economy. To achieve their sustained development, it's essential to reform and restructure the industry by establishing a modern corporate system and a new type of property right relationship so that the enterprises become autonomous economic entities. In this way they will sharpen their edge in the market and enhance their competitiveness.
