| 摘 要： | 白居易作为我国唐代的一位政治家,提出了在行政权力运行过程中慎重运用刑赏二柄的行政权力思想;求贤用贤、量才适用,提高君主和臣下素质的人事行政思想;以民为本的政策思想。这些思想是其整个思想体系的重要组成部分,对于唐后期的国家治理具有建设性意义。

| Abstract: | As a statesman of the Tang Dynasty,Bai Juyi once proposed a series of administration thoughts,including the thought of executive power,namely dealing with the punishment and reward prudently during the operation of administrative power;the thought of personnel administration,namely seeking and employing virtuous persons,exploiting officials at their best and improving the quality of the monarch and his courtiers;the people-oriented policy thought.These thoughts are the important components of Bai Juyi＇s theoretical system,which have constructive significance to the national governance during the late Tang Dynasty. |
