基于财政支农支出结构优化的农业科技支出管理创新研究

农业科技是确保国家粮食安全的基础支撑，是突破资源环境约束的必然选择，是加快现代农业建设的决定力量，具有显著的公共性、基础性、社会性。以农业科技的3种属性为切入点，重点分析政府承担农业科技支出的必然性，并提出加强农业科技支出管理创新的建议，以期供相关管理部门参考。

Innovation Research of Agricultural Science and Technology Expenditure Management Based on Financial Expendituve Structure Optimization

Agricultural science and technology is the basis of support to ensure national food security, the inevitable choice to break through the resource and environmental constraints, and the decisive force to accelerate the construction of modern agriculture, and thus has significant public, infrastructure, and social attributes. This paper starts from the three attributes of agricultural science and technology, focuses on analysis of the inevitability of the Government''s commitment to agricultural science and technology spending, and puts forward recommendations on management innovation of agricultural science and technology spending in order to provide reference for the relevant management departments.
