摘    要:在回顾和分析铁路改革进程的基础上,提出解放运输生产力,提高运输效率是铁路改革目的,“政企分开”是改革目标和手段的观点。铁路改革必须解放思想,开拓思路,保持运输高效率,且须臾不可偏离改革目的。

Abstract:On the basis of reviewing and analyzing the process of the railroad reform, we point out that the goal of the railroad reform is to liberate the transportation productivity and promote the transportation efficiency. The objective and method of reform is the separation of enterprise from administration. We must emancipate and expand our minds, but at the same time it''s necessary to keep the high efficiency of railway transport, and we mustn''t deviate from the purpose of the reform.
