| 摘 要： | 针对目前铁路建设项目工程价款结算过程中质量保证金存在的主要问题：质量保证金的扣留基数、一类变更是否扣留质量保证金、工程质量保证金的扣留是否冲抵甲供料质量保证金等，从铁路建设项目价款结算的依据分析着手，援引相关的法律、法规和规范性文件为证据，以期科学、合理地解释和确认铁路建设项目工程价款结算过程中质量保证金存在的相关问题，为铁路建设项目工程价款结算的规范、正确实施提供一定的依据。

| Abstract: | The main problems in current settlement process of progress payment in railway construction projects include the base figure of retention money, the retention withheld for Type I Variation, the construction retention offsetting the retention of employer provided material, etc.On the basis of the price settlement in railway construction projects, with reference to relevant laws, regulations and regulatory documents as evidence, this paper makes an explanation on the problems in railway construction project progress payments in a scientific and reasonable way, which may provide a basis for the correct calculation of progress payments for railway construction projects |
