非物质文化遗产传承与旅游开发的耦合逻辑——以重庆市渝东南民族地区为例

非物质文化遗产的传承和保护实践是实现乡村振兴战略的重要手段和途径,是乡村文化振兴不可或缺的内生力量。过去数年全面推进精准扶贫脱贫的实践证明,发展乡村旅游带动了乡村产业的发展,对实现农民增收产生了积极作用,其中,非物质文化遗产成为作助推乡村旅游发展的重要因素。在构建非物质文化遗产传承与非物质文化遗产旅游的融合机制时,要完善对非物质文化遗产的传承和旅游开发的多元监管制度;要深挖非物质文化遗产的文化核心基因,保持非物质文化遗产的本真性;构建“三位一体”保护与开发相结合的模式;要创新社区居民参与机制,拓宽居民多元参与渠道;要推动“点面”相结合的“农+旅+非遗”融合等机制,促进民族地区经济社会、文化事业的持续发展。

The Integrated Logic between the Inheritance of Intangible Cultural Heritages and Tourist Development: The Case of Ethnic Minority Areas in Southwest Chongqing

The practice of inheriting and protecting the intangible cultural heritages is an important means and access to realize the rural revitalization strategy, and an indispensable endogenous force for rural cultural revitalization. The practice of comprehensively promoting targeted poverty alleviation and reduction over the past few years has proved that the development of rural tourism has driven the development of rural industry and played a positive role in increasing farmers’ income. Among them, the intangible cultural heritage has become an important factor in boosting the development of rural tourism. When constructing the integration mechanism between the intangible cultural heritage inheritance and intangible cultural heritage tourism, it is necessary to improve the relevant multiple supervision system, to dig deep into the cultural core genes of intangible cultural heritages, maintain their authenticity at the same time, to build a "three-in-one" model of combining protection and development, to innovate the mechanism of the participation of the community residents, and to promote the integration of "agriculture+tourism+intangible cultural heritage" and other elements. All these measures will lead to the sustainable development of economy, society and cultural undertakings in ethnic minority areas.
