乡村治理组织的“过密化”困境及整合——华南G村分析

当前乡村治理现代化面临着治理组织“过密化”的困境,主要表现为外部组织过多嵌入与内生性组织无效率增长,两者在乡村治理场域中相互博弈、纠缠乃至相互争斗,导致乡村治理资源耗损过高,影响了乡村治理效能的提升。研究表明,破解乡村治理“过密化”困境首先需要建设强有力的乡村党组织,系统整合各类治理组织,坚持专业化、系统化的原则,构建符合乡村社会发展实际需要的乡村治理组织体系。在此基础上,明确乡村治理组织相应的职能,突出组织的专业化,同时要及时清退“空壳”组织,优化乡村治理资源,规范乡村治理组织创设机制。

The Dilemma and Integration of “Involution” of Rural Governance Organizations in China: An Analysis of G Village in South China

The current rural governance modernization is facing the dilemma of“involution”of governance organizations,which is mainly manifested in the excessive embeddedness of external organizations and the inefficient growth of endogenous organizations.The two often game,entangle and even fight with each other in the field of rural governance.This leads to excessive consumption of rural governance resources,which affects the improvement of rural governance efficiency.The case study of G Village in south China shows that to solve the dilemma of“involution”of rural governance,firstly,it is necessary to build a strong rural Party organization and improve the rural governance organization system.On this basis,it is also necessary to clarify the corresponding functions of the rural governance organization,highlight the professionalization of the organization,at the same time clear out the“shell”organizations in a timely manner,and standardize the creation mechanism of the rural governance organization.
