关于建设社会主义新农村的基本思路

党的十六届五中全会明确提出建设社会主义新农村的重大历史任务。建设社会主义新农村,应重点从五方面进行,即加强对新农村建设的宣传、教育和培训;树立农民是新农村建设的主体、政府是主导的观念;制定新农村建设的总体规划,保证其得到贯彻落实;进一步加强农村管理体制的改革;建立高效统一的组织管理机构,制定一套合理严格的管理制度。

Fundamental Ideas about Building New Socialist Countryside

Building socialist new countryside,being the significant historical mission launched in the Fifth Session of the Sixteenth Central Committee of the Party,should be carried forward from the following five aspects,namely,to strengthen the publicity,education and training about the building of socialist new countryside;to adopt point of view that farmers are the constructive subject while the government serves as the prime mover;to lay out the general plan for the construction and make sure to implement it;to further improve reform of rural management system;and to establish an efficient and unified mechanism of organization and management and set up a set of rational and strict management system.
