资源节约型社会的行为、制度与观念

以抑制消费欲望为特征的节约是抑制奢靡挥霍风气的重要力量,但不能成为普遍的价值观念和行为方式。荣耀性消费不必然甚至没有必要消耗大量的物质资源。一个社会越是富足,人们行为选择的空间越大,社会就越有可能是节约型的社会。没有任何一种制度能够像自由价格制度那样真实地反映亿万人民群众的利益追求和资源的稀缺程度。建立和维护节约资源的规则和制度,制定和执行引导私人部门节约资源的政策是政府的重要职责。地球是有限的,但人类需要的地球是无限的,因为人类的需要是变化的,而且这种变化是有规律的。
