加拿大新公共外交评析

20世纪90年代中后期以来,面对变化的国际环境,加拿大开始了新一轮的公共外交攻势。通过国际广播、文化交流项目、国际教育项目和新媒介等新旧公共外交工具的灵活运用,加拿大公共外交迈入"新公共外交"的新阶段,其在达成国家外交政策目标方面发挥了重要作用。但受联邦与地方两级政府分权模式的影响、资金投入的相对不足以及国内政党政治的掣肘,加拿大新公共外交的前景不容乐观。

Analysis of the New Round of Canadian Public Diplomacy

Since the mid and late 1990s,faced with the changing international environment,Canada has started a new round of public diplomacy.Canadian public diplomacy has entered the new public diplomacy era through nimbly using the old and new public diplomacy instruments — international broadcast,cultural program,international education program and the new media.It plays an influential role in achieving foreign policy goals.But under the influence of the decentralization pattern of the federal and local governments,the relatively insufficient funding as well as the constraint of domestic party politics,the prospect of Canadian new public diplomacy is not entirely bright.
