公共工程项目代建制模式构建中的政府行为权利博弈分析

针对目前我国政府对公共工程项目的垄断专营带来的效率低下、管理混乱等问题,政府实行了代建制模式的有益探索。在代建制模式构建过程中,政府分化为代建制的规范性权利与旧制度的失范性权利,两者为各自的利益相互博弈。文章从失范性权利坚持推新或者守旧策略的角度,建立权利博弈模型,分析代建制模式构建中存在的一些问题,并提出相关建议。

Right Game Analysis about Government Actions in the Construction for Agent System of Public Project

The government introduced the agent system,in allusion to the problems of inefficient,chaotic management and other issues,which is brought about the current government monopoly on public projects.In the construct for agent system of public project,the government is divided into the normative right for the agent system and the misconduct right for the old system,both for their own interests game.The paper from the perspective of the misconduct right's behaviors,uses right game theory to analysis the existing problems in the construct for agent system of public project and to make relevant recommendations.
