| 摘 要： | 20世纪末以来,世界高等教育的发展一直面临着两方面的压力：一是扩大高等教育机会的需求持续增长,二是关注高等教育质量的呼声日益高涨,二者构成高等教育发展中的一个世界性难题。本文分析了俄罗斯高等教育在处理数量和质量关系中的具体措施,以便为中国高校在扩招时保障教育质量提供一些借鉴和参考。

| Abstract: | The development of higher education has been facing two kinds of pressures since the end of 1900s : one is the increasing needs to expand the opportunity of higher education;the other is the rising call for attention to the quality of higher education,which are the two worldwide difficult problems in the development of higher education.The article tries to analyze how Russia deals with the relation of quantity and quality in the development of higher education in policies and measures so as to provide some models and references for China to assure the quality of education while expanding the enrollment. |
