国家的公共性及其实现

在国家目的论看来，由于国家的公共性在于其正义性、美德性，因而国家公共性的实现要依赖于国王，君主的个人道德修养和人格品质，治理国家应以德政为主。在国家手段论看来，由于国家的公共性在于普遍而平等的约束性，因而国家公共性的实现要依赖于民主制，治理国家应以法治为主。然而，就当前来说，国家的公共性越来越受到了广大民众的质疑。人们对国家的公共性问题表现出了前所未有的关注。这就要求当代马克思主义政治学必须关注和研究国家的公共性及其实现问题，以使国家管理公共事务的活动既有效率而又不失去其本真的公共性，进而促进人类自由个性的全面发展。

According to the points of the teleology of nation, the realization of nation depends on morality and character of king and governing nation by administration of virtue the publicity of nation is based on justice and virtue. According to the points of the theory of means of nation, the realization of nation depends on democracy and governing nation by law because the publicity of nation is based on universal and equal obligation. However,the publicity of nation is suspected more and more by people at the present. People pay much attention to the problem of the publicity of nation. That demands contemporary Marxism politics pays attention to the problem of realization of the publicity of nation so that the activity of administration of public affair can both be efficient and completely public and the human being'free character can develop full.
