非政府社会救助：社会救助主体多元化的必然选择

在我国社会救助的主体结构中,政府固然是第一责任主体,但受政府财力所限,政府救助存在许多盲点,有相当一部分社会成员游离在政府救助的保障网之外。从我国人口众多、经济尚不发达的国情出发,帮助社会困难群体的职能不能只由政府单独承担,应发挥各方面的力量,使社会救助逐渐形成由政府包揽过渡到政府和非政府力量共同参与的社会机制。

Non-governmental Social Assistance: Inevitable Option for the Multivariation of Social Assistance

It is true that in the main structure of social assistance in China,government is the first responsibility subject,but there are many blind spots in governmental assistance due to the limitation of governmental financial resources,which puts a large number of social members beyond the guarantee system of the governmental assistance.As China has a large population and the economy is undeveloped,the responsibility to help the social difficult groups should not be borne only by the government;on the contrary,all the forces should be mobilized to make the social assistance changed from single government undertaking to the social mechanism with participation of both government and non-governmental forces.
