农村公共产品供给体制与减轻农民负担

在市场经济条件下,农民生产私人产品对农村公共产品具有很强的依赖性。农民负担过重,表面上来看是农村税费过重,实质上是农民负担体制的不合理,农村公共产品供给体制的不合理是加重农民负担的体制根源。要真正减轻农民负担,必须加快现行农村公共产品供给体制的改革。 

Reconstructing the System of Rural Public Goods and Lightening Farmer's Burden

Under the market economy system, the production of private goods in rural area deeply depends on the supply of public goods. Apparently overweight duties and charges presents the farmers' overweight burden, but the unreasonable rural public goods supply system is the real root. If the burden will be virtually lightened, the public goods supply system must be improved rapidly.
