| 摘 要： | 随着改革开放和社会主义市场经济的发展,面对党的历史方位和历史使命、执政环境和执政队伍发生的新变化,我们党在科学执政、民主执政、依法执政等方面还有许多不适应之处。建设学习型政党,使党成为不断学习和创新的政治组织,是完善党的执政方式的关键所在。
