地方公债制度建立探寻

目前 ,尽管我国有关法规只允许中央政府举债 ,即国债 ,但事实上各级地方政府不管是来自正规渠道 ,还是非正规渠道 ,普遍存在大量债务。地方政府公债是国家公债制度的重要组成部分 ,举债权是各级政府应有的财权 ,我国建立地方公债制度已有可行性。设计地方公债制度 ,包括地方公债监管制度 ,地方公债发行和偿还制度 ,地方债款投资项目和风险防范制度。

Research on Establishment of cocal Public debt System

At present,it only allows the country government to debt,that is the national debt,according to some statutes.But in fact the lover rank governments also have debts.Some are formal,some are informal.local governmert's debt is the main part of national public debt system,the right of debt is the financial right of different lower government.So it is feasible to build local debt system.It is time to designing local public debt,including the managing system of local public debt,the system of issuing and compensating of local public debt,the system of the investing items of local debt and the system of risk precaution.
