| 摘 要： | 由于政治、经济、社会等因素，哈国近几年来在矿产资源政策上进行了频繁的调整，主要表现在国家优先权制度、哈萨克斯坦含量规则、社会安全与环境保护制度等方面，使中国投资者面临了矿业投资的诸多限制。在此情形下，中国投资者应当在遵守相关法律政策的基础上，从尊重哈国经济社会利益的角度出发，发挥自己的投资优势。

| Abstract: | In order to maintain energy security, promote the economic development, and protect the social and environmental security in the activities of developing and utilizing the mineral resources, Kazakhstan has made frequent adjustments in its mineral resources policy in recent years so that Chinese investors are faced with many restrictions. In this case, Chinese investors shall comply with the relevant laws, respect the economical and social interests of Kazakhstan, and give full play to their investment advantages. |
