With the rapid development of the internet, as network has become an important field of pub- lic opinion, the credibility of the government is facing a severe challenge and shock. Based on this cognition, combined with the network of public opinion and public management theory, measures can be taken to resolve relevant issues in the concept, mechanism, laws, understanding of the law, and directed guidance.
