城市被认为是惟独属于西欧并支持西欧地区历史资本主义发展的最重要的体制要素。城市在现代历史发展中的中心地位有赖于城市制度的支持。20世纪晚期中国东部沿海城市政策形成了城市自治制度并促进东部地区经济复兴。中国西部边疆城市面临城市经济竞争的压力。中国西部发展中边疆城市寻求经济一体化的体制联合模式正在构成新的城市自治的发展经验类型。

City and Its Development Right

City is regarded as the most important structural element which only belongs to the Western Europe and supports the development of capitalism in the Western Europe in the history. The central position of city in the history and modern times relies on the support of city's institution. In the late 20th century the autonomous institution took shape in the eastern coastal cities of China and promoted the economic revival of this area. The western frontier cities of China are confronted with the pressure of the economic competition between cities. However, the developing frontier cities in the western China are seeking a united model of economic integration and this will provide new experience for the autonomy of city.
