摘    要:抗战时期,国民政府建立三民主义及中国本位合作理论体系,希望给战时经济以极大推动。为维持城镇公教系统的正常运转,国民政府相继制定物价政策、统制政策、专卖政策、优惠政策等鼓励消费合作社发展,这些举措的目的是政府依靠行政力量调控物资、平抑物价进而满足城镇公教人员与普通居民最基本的生活需要。

Abstract:Duriqg the period of the Anti-Japanese War, the national government established Three People' s Principles and Chinese standard cooperation theory system to promote the wartime economy. In order to maintain the normal operation of urban public system, the national government enacted price policy, management policy, monopoly policy and preferential policy to encourage the development of consumer cooperatives. These initiatives were relied on the government administrative power to stabilize prices and met the basic needs of urban civil servants and ordinary residents.
