Analyzing the Rebuilding of Heilongjiang Old Industrial Bases from the Perspective of Politics and Economy

This paper points out the ways for economic development in Heilongjiang: appealing for aid-policies from the central government, enhancing the support force toward the rebuild of old industrial bases, strengthening self-reconstructing ability of these industrial bases, exerting the support and sponsoring role of local government, and playing the role of enterprises as the main body of market economy. In addition, the guiding principle of market-orientation, product-priority, benefit-centrality, and management-basis should be established in forming the management mechanism.
