| 摘 要： | 我国高等教育从免费制度到收费制度的转变是其发展的必然选择,高等教育收费制度不仅拓宽了高等教育的融资渠道,而且体现了教育成本分担、教育公平的思想,但收费制度也产生了一些负面效应,对此应采取一定措施加以解决.

| Abstract: | It is only inevitable for higher education to transform from free education to charged education. This change not only opens up the financing channels for higher education, but also realizes the idea of shared cost and shared opportunities for the population. The new charging system, however, is not without a negative effect. It is necessary, therefore, to take effective measures to solve the problem. |
