关于我国农村土地权属制度的若干思考

土地权属制度的安排决定着农村经济的发展。现阶段我国农村土地属于集体所有 ,通过实行家庭联产承包经营责任制 ,农民取得土地的使用权与经营权。然而 ,这种土地制度中的所有权主体缺位的问题却越来越多地暴露出来 ,并阻碍了农业的发展与农民收入水平的提高。因此 ,对农村土地制度的改革与创新就成为解决“三农”问题的制度前提

The Land Property System in Chinese Rural Areas

The development of rural economy depends in some way on the system of Land Property. At present, the land in rural areas is in the possession of our country, farmers get the right to cultivate and operate the land through the household contract responsibility system that links remuneration to output. However, the lack of full sovereign results in more and more problems, which hinder agricultural development and income increase of framers. In this aspect, reform of land property system becomes the premise of solution to problems in Chinese rural areas.
