| 摘 要： | 民主法治是社会主义和谐社会的基本特征,民主立法通过正当程序实现公正,是实现民主法治的前提和基础。社会主义民主政治决定了我国的立法活动必须民主化。在构建和谐社会的过程中,民主立法解决了源头的公平与正义,为构建社会主义和谐社会奠定了第一步。因此加强民主立法,不断提高立法质量,把国家各项事务纳入法治运行轨道,是推进依法治国、构建社会主义和谐社会的重要手段。
