辽宁“五点一线”战略下的区域公共管理

区域经济发展的过程中，不可避免要涉及各级地方政府之间、政府与企业之间、政府与私人之间、政府与非营利组织之间的协调和管理问题。但多元主体之间如何协调，如何参与公共管理有待深入研究。基于辽宁沿海经济带与腹地经济面的视角，提出在政府主导下，多元主体共同参与区域政治协调与公共管理的路径，以此达到“区域治理”和“区域经济一体化”的目的。

Regional public management under strategy of construction of "five points, one line" in Liaoning province

It is inevitable that in the process of regional economic development,it will involve the coordination and public administration among the local governments,governments and enterprises,governments and private sectors,governments and non-profit organizations.However,how the multiple main bodies participate in coordination and public administration need to study deeply.The paper,based on the perspective of coastal and the hinterland economy in Liaoning province,put forward the public administration path,i.e.directly under the guidance of government,the multiple main bodies jointly take part in regional political coordination and public administration,so as to achieve the purpose of "regional governance" and "regional economic integration".
